***Who’s Counting?***
Two numbers tell quite a bit about the national budget picture: $68 billion and $69 billion. The former is the cumulative deficit that states will show on their balance sheets this spring, according to the National Governors Association. The latter is the tax savings to be gained by the top 1% of all taxpayers (those earning $1 million or more) under President Bush’s proposed tax cut this year. Since education is primarily a function of state governments and represents a sizable portion of state budgets, it is on the chopping block in most states this spring.
