Nuke Osama? (literally?)

The Age (an Austrialian paper) has an item saying that the Pentagon wants to develop “small scale” nuclear weapons… a leaked preliminary draft of a report to be released this fall ‘proposes steps to make US nuclear weapons “relevant to the threat environment” in the war on terrorism.’

Can someone explain this to me? I’m having a hard time understanding exactly when we’d feel comfortable throwing nuclear weapons around in order to tag a terrorist… I mean, the fallout (figuratively speaking) from breaking the taboo against the use of nuclear weapons is likely to be far worse than anything a terrorist could come up with. What part of this equation: use nuclear weapon, legitimize use of nuclear weapons by others, does the Pentagon not understand?
