My comments to the City Council tonight.

Dear City Council members,

Later this month, members of the community will once again gather at the Homeless Resource Center to read a list of the names of homeless residents of this County who died in the past year.

I will return to this podium in January with that list. In the meantime, I wish to remind the members of this Council that homeless people are sick dying on the streets of Santa Cruz; that tonight, thousands of people in this county go without proper shelter, and many are stuck outside, in encampments made illegal by the laws of this City; and that it still remains illegal for a homeless person to pull a blanket overthemselves and sleep between the hours of 11 p.m. and 8 a.m. in the morning. This is a shameful situation.

Three deaths, in particular, I’d like to mention… Jimmy Cline, froze to death in the Pogonip on Nov. 25th, spent years on the streets of Santa Cruz; in the last month, Linda Sipos died after being turned away from Dominican Hospital; and earlier this fall, “Patches”, a homeless woman, died of blood poisoning due from an infection on her arm while being treated at Dominican Hospital after being repeatedly turned away the prior week.

All these deaths were preventable. This Council, and the political institutions of this County, need to quit criminalizing the homeless and prioritize support for social services, instead of giving huge budget increases to law enforcement while every other department suffers severe cuts.
You have it in your power to end the sleeping ban, and create a safe and legal place for homeless people to camp. It is long since past that you do so.
