Sitting member of Japanese parliament/actor, runing as Green Party candidate

Green Party candidate Atsuo Nakamura campaigns for the July 11 election in Ginza on Saturday.
Who is he?
Well, all I can find out from Google is that
a) this guy appears to have already been elected to the Upper House
b) that he was asked by one of the Japanese hostages in Iraq (who was involved in an anti-depleted uranium citizens group) “to form a parliamentary league for the prohibition of depleted uranium weapons” (before he left for Iraq, of course).
This would seem to make this guy something less than a complete “fringe” candidate, and give him valid “Green” credentials. Also, he appears to have been an actor in at least a few major movies.
The question arises… why the hell can’t the American Greens convince someone like this to run on their platform?!?
